GOVERNMENT REVERSES. A QUESTIONABLE MISSION. Received i*eiterday, 8 5 a.m. NEW YORK, December 4. The troops despatched from Chihuahua to subdue the insurgents are taking refuge in the mountains. The peace envoys are believed to be carrying an ultimatum instead of the "olive branch." It has been disclosed that the Government troops were defeated on Tuesday last at San Andre*.
