CZAR AND KAISER.
The meeting of the Czar and Kaiser at Potsdam hears a good deal of political significance at the present juncture. The cable'states that the Sovereigns have had a prolonged private interview, and the St. Petersburg correspondent of a French paper indicates that the Czar is anxious to alleviate certain relations which are occasionally strained. From this distance it is difficult to gather precisely what the difficulties are, but that they are portentous is quite obvious. When these two monarehs put their heads together, there is generally something important in -the wind.
