RESIGNATION OF CABINET. REASON FOR THE STEP. Received November 3, 9 a.m. PARIS, November 2. The Briand Cabinet has resigned. M. Briand, at a Cabinet meeting stated that in view of recent personal ard political incidents it would be better not t > proceed with partial reconstruction of the He was anxious to leave M. Fallieres, the President, entire freedom of action, and had, therefore, resigned. Subsequently, M. Briand consented to form a new Cabinet.
