Lord Milner, in a speech at Canterbury, said that, with more to lose than any other nation, Great Britain stopped far short of the others in self-protection. She left the bulk of her manhood witnout any military training, and relied solely "on her Navy. This, said Loid Milner, was unfair to the Navy, and, in the event of an European struggle, would be unfair to our allies.
