HOTCH-POTCH LEGISLATION.
"One tiling at a time, and that done well, is a very good rule, as many can tell." The non-observance of this time honoured rule will, there is reason to fear, bring the Parliament of New Zealand into disrepute. At the present time it has' before it half a dozen measures, any one of which would, if it were to receive justice, require the undivided attention of the Legislature for the remainder of the session. The Government is out to make history, however, and such a hotch-potch of legislation will be placed upon the Statute Book as will make even the author of the Consolidated Statutes shudder. When Parliament has finished with' the Defence Bill, and the Crimes Bill, and the Water-Power Bill, and the Laud Bill, and the Gaming Bill, and the Licensing Bill, and the dozen and one other Bills of magnitude which are on the Order Paper, it will be able to congratulate itself upon having discharged its duty to the State in a manner which deserves for it the title of "The Legislative Pace-Maker."
