THE TWELVE MONTHS CLAUSE DELETED. (By Telegraph—Press Association.) WELLINGTON, Last Night. When the By-laws Bill was under discussion in Committee of the House of Representatives to-night, Subclause 2 of Clause 3, which provides that no application for confirmation of by-laws shall be granted unless received within one year, was deleted.

This is the clause to which .exception was taken by the Masterton, Mauriecvillc, and other Comity Councils.
