Will the resolution which was carried in the House of Representatives last week, indicating a hasis upon which the salaries of public servants should be regulated, be given effect to by the Ward Ministry? Those who are in a position to know, aver that it will not. What, then, are the constitutional rights of the people's rejn-esentatives? Are they to be deliberately ignored and trampled under foot by the Ministry of the day? If they are, it is good-bye to constitutional government, as is known in British communities. A Ministry which will defy the expressed will of Parliament on an important policy question, or any other question for that matter, has but one honourable course open to it,* and that is to resign. if Sir Joseph Ward has a soul above office and emoluments; if he places the slightest value upon his own dignity; if he has any respect for the constitutional form of Government to which he is pledged in his oath of allegiance, he will either respect the resolutions of the House or give place to some person who will.
