CRIMINALS.
"The worst criminals we have, to contend with are clever men," said the member for Masterton the-other day in the House. "Some of them are good forgers, clever caligraphists, splendid engravers, . who can manufacture bank-notes very easily, if they are only allowed opportunities." So that when Mr Hogg made that notorious speech in advocacy of a State note-issue, it was the criminal for whom he was concerned !
