A'ITACKING FORTIFIED POSITIONS. Received Last Night, 5.5 o'clock. BERLIN, September 10. The Kaiser was present at the military manoeuvres, in which 90,000 men were engaged. A main feature of the manoeuvres was the attacking of fortified positions in the field, similar to those which presented themoelves in the Russo-Japanese War.
