TO BE ADMINISTERED TO CHILDREN. Received Last Niitht, 8.40 o'clock. PARIS, September 9. Ths decree of the Sacred Congregation of Sacramentp, fixing the first communion >';o be administered at the ! age of seven, has dismayed many French Catholics. It is believed that the Vatican aims at implanting instruction before the children have been submitted to the alleged corrupting influence of the State schools. A large proportion of the French clergy believe it to be impossiDle to make a child of seven years understand the difference between Communion bread and ordinary bread.
