BERLIN, September 1
Referring to the annexation of Korea by Japan, the important Liberal journal Frankfurter Zeitung sharply criticises the Japanese rescript, which omitted definite reference to the treaty rights of foreigners, but gave an indefinite promise that foreigners in Korea would enjoy the same rights as those in Japan. "So far," says the paper, "the conditions permit of the cancellation of Korea's treaties with foreign Powers, an innovation in international law."
