NICARAGUA.

The cables have informed us during the last few days of tlie progress of a civil war in Nicaragua, which has resulted in President Madriz fleeing the country and Senor Estrada leading a body of insurgents to victory. It is not generally, known that Germany and America are very actively associated with this "incident." When Senor Madriz proclaimed himself President of Nicaragua, the Ger- ! man Emperor wrote him from Strasi burg as follows : "Wilhelm, by the grace of God German Emperor, King | I* of Prussia, to the President of Nicaragua. Great and good friend, I am informed by your letter of December 27 in the past that your ExI cellency has .beta elected .President of the Republic by the merited confidence of your fellow-citizens, ' and that your Excellency entered upon your most honourable duties on the 21st of the said month. I beg you to accept, Mr President, my congratulations on this event. Be assured also that my Government will endeavour to maintain and cultivate the best relations, which happily exist between the German Empire and th>; Republic of Nicaragua. Extending to you thanks for your benevolent desires, I assure you of my best wish-

The United States Government, which is very much interested in Nicaragua, ostentatiously ignored the pretensions of Madriz, and favoured those of Senor Estrada, leader of the Zelayists, the opposite faction in the Republic's civil war. garded with as much satisfaction by the United States as it is with dis-

may by Germany,
