TO PREVENT STRIKES.

With a view to preventing strikes in the Dominion, been suggested that similar provisions to those contained in the', Canadian,- Industrial Disputes Investigation Act be include ed in bur Arbitration and Concfliar tioa Act. By that Act, any employer causing a lock-out or any body of workers striking without first giving thirty days' notice is liable to heavy penalties. The Act provides for the

setting up of a Board of Investigation, consisting of three members appointed by the Minister (one each on the recommendation of the employer and employees respectively, and the third on the • recommendation of the members so chosen). The duty of the Board is to endeavour to bring, about a settlement of the dispute. If the board fails to induce the parties to agree to terms of settlement, it has to make a full report to the Minister, setting forth the various proceedings and steps taken by the board, its findings from the facts and

circumstances ascertained, its recommendation for the settlement of the dispute, and what, in its opinion, ought or ought not to be done by the respective parties concerned. A' minority report may be made by a dissenting member of .the board. ■■'-
