INSANITARY BUILDINGS
The amendment to the PublicHealth Act which is sought to be made by Mr Sidey, a Dunedin member of the House of Representatives, is of very great importance to the larger cities of the Dominion. The power to order the destruction of buildings, which it is proposed to place in the hands of Magistrates or local authorities, is one which must not be arbitrarily exercised, or private individuals may be made to J suffer irreparable loss. At the same time, there can be no doubt that, in I some of the larger cities, the slums are a disgace to civilisation, and [ should be suppressed. ,The point to I be considered is whether owners should be made to suffer loss for which many of them are not responsible. The State must deal equitably with private individuals as it must earnestly safeguard the public health. It would have been more in keeping with the fitness of things if the measure introduced by Mr Sidey had come from the Government itself.
