2.30 p m. 1 The Hon. Mr Rigg moved to set up a committee to consider the advantages or otherwise of a State Rank of ibsue and deposit, and Sta*e paper currency, the eommitt.e to consist of Messrs Findiay, Jen'irson, Kelly, Luke, McCar.dle, Wigram and the mover. He argued that the present was the time to conissder tbe matter, and with it the takiig over of the Bank of New Zealand before it became too valuable an institution to be acquired by the State. In a crisis banks were supported by the Government, why should not the Government support an institution of it 3 own and prevent depressions. The Hon. Mr Wieram, m seconding to the motiun, contended that the bargain made by the State with the Bank of New Zealand should be absolutely kept. The debate adjourned, and the Council rose. HOUSE OF REPRESENTATIVES. ' The House met at 2 30 p.m. The Premier announced that LieifrCol. Davis had been appointed xo take charge of a brigade at Aldershot, the consent of the Government having been given. The position cf Commandant of the Dominion's forces had not yet been filled, but efforts were being made to secure a suitable man, one being uncer consideration at present.

The debate on the Financial Statement was resumed by Mr Rangihirca (Northern Maori), who expressed himself as strongly in favour of throwing open the surplus native land for settlement.

Mr J. Bollard, (Eden), hoped the Postmaster General would be able to make arrangements for postal service via Vancouver.

Mr F. Lawry, (Parnell), dealt with charges of Tammanyism made by Mr Massey, and declared the opposition had no policy. Referring to the national debt he said ihe Dominion bad in its railways an asset sufficiently valuable to pay this off.
