STRINGENT NEW YORK LAWS. Received August 3, 10.4 p.m. NEW YORK, August 3. The Jockey Clubs and other organisations decided to end£racing on August3lst. when the betting laws become effective. Counsel advised clubs not t3 risk arrest. It is doubtful whether racing 'will be resumed unless the laws are modified.
