AN AMUSED GOVERNOR, United Press Association—By Biectric Telegraph Copyright. Received July 14, 10 a.m. SYDNEY, July 14. 2 M. Richard, Governor of Noumea, has arrived here, en route from France to Noumea, Be was visibly amused when he had read the accounts of the recent ferment due to his policy and administration. He stated that he had mapped out a plan of action—and ' had returned to give effect to it—with the French Government's approval. He was optimistic regarding the future of Noumea.
