KAISER'S LETTER.
ANNOYANCE IN AMERICA.

The Washington correspondent of the Morning Post states that annoyance is felt in Washington at the Kaiser's reply tj a circular letter sent to the Powers by Senor Madriz, President of Nicaragua, announcing his election to the Presidency. The Kaiser stated that he recognised Henor Madriz as his "great good friend." The United States ha 3 never given more than a quasi recognition to Madriz, and it is assumed that the Kaiser's letter was written by a subordinate, and signed by the Kaiser in the ordinary routine way.
