Captain Maban, the well-known naval expert, contributes an article in the Daily Mail on "Britain and the German Navy." He argues that a disquieting feature of the situation is the apparent indisposition and slackness on the part of the voters of Great Britain as against the resolute spirit and treacheious faculty for organising so Ftrongly evident in Germany. The creation of a great German Navy necessitated concentration of the British in Home waters, and the gradual abandonment of Britain's naval predominance in the Mediterranean, which would be almost an abandonment of the most essential link in Empire communications.
