ADVANCES TO SETTLERS.
The true functions of the Advances to Settlers Office is, as iis name implies, to- advance money to settlers, men who are to carve! out homes for themselves on the land. All sorts of people who are not settlers in the true sense of the term have Jborrowed money from this 6oyernmebi:!'Depart]Sient, and" possibly there is no objection to the policy that has been followed in the i past, provided the settler proper, and I especially Crown teuante, can rely I upon the. Government to make fair advances to them. It may not be Idie custom oi private financial institutions to lend money oa leaseholds,! and it was to protect their own. tenants that the Government establiahed the Advances to Settlers Office, and provided facilities for Bettlers of avery much better character than they could hope for from any private financial institution. In a letter published in our issue of 1 yesterday morning, Mr A. W. Hogg, M.P., wrote—"My contention is. that the State is not doing its duty, when it fails to secure for the Crown tenants the Advantages of cheap money, for the supply of which to this class of settler the Advances to Settlers Department was established," and we do not think that there is any sensible person who will dispute with the member for Masterton as to the accuracy of his contention.
