TOWN CLERK'S ANNUAL i REPORT. | I The Town Clerk, Mr W. T. Mans- i field submitted the following report | to the Committee meeting of tha | Masterton Borough Council last j evening ou the issue of permits and [ icenses for the year ended March ; 31st, 1910: I —Six licenses have bten issued, as against seven, 1909 10; £242 10s received in fees, There are six auctioneers in the Borough. Carriages—There are 25 carriages plying for hire in the Borough, as against 24 in IUC9-10. Twenty-five 1 licenses have been iscued; £29 10a j received in fees. _^)_dv^rs —There i are 23 drivers plying for hire in the Borough, as against 28, 1909-10. Twenty-six licenses have been issued] £1 6s received in fee 3. Expresses and lorries—There are 21 express carta and lorries plying for hire in the Borough, as against 20, 1909-10. Twenty-one licenses have been is- ' sued; £l9 12s received in fees. Cart 3 ' —There are 13 carts plying for hire J in the Borough. Thirteen licenses j have been issued; £lO 16s received | in fees. Buildings—lt is to be assumed that 55 new buildings and ad- ' ditions to existing buildings have been erected; at any rate, 55 per- 1 mits have been issued which represent on the stated value of the build- 1 ] ings an increased property value of 1 £16,608 Is 6d, as against 58 permits, valued at £18,757 in 1909-10; £SO 10s in fees has been received, as against £7O 10s in 1909-10. In 190910 I reported thus —"I am of the" opinion that in many instances the values stated when obtaining the permit are under the true value, in which case the Borough is suffering a loss in revenue. The best possible check upon such leakage, if leakage here be, is to insist upon a produc- I tion of evidence of the cont/act price, j This check has been applied during i the year under review with satisfac- j tory results.*. Plumbers—There are I two plumbers practising the trade in ! the Borouqh, as against eight in J 1909-10. Two licenses have been ; issued; £2 received in fees. Drain- j layers and journeyman drain-layers j —There are four drain-layers carry- j ing on works of drainage in the j Borough, as against four in 1909-10. ' Four licenses have been issued; £2 received in fees. Drainage—During the year, 69 drainage permit 3 have been issued, as compared with 99 in 1909-10; £l2 2s 6d received in fees. Water connections—Forty-seven permits have been issued during the year, as against 68 in 1909-10; £23 10s received in fdes. Buildings for public meetings—There are eight such buildings in thu Borough, as against six in 1909-10. Eight licenses have been issued; £ls received iri fees. Scaffolds— One permit has been issued, as against one in 1909-10; , 10s received in fees. Hoardings—- . One hoarding has been licensed, as was the case in 1909-10; £3 received in fees. Pound—Pound fees have been received totalling £77 8s 2d, as againut £7B lis 3d in 1909-10. Dogs—Tha fees received for dog

registration amount to £39 2s 6ci, as against £27 7s 6d in 1909-10. Motors —Eleven motors have been licensed, and 10 cycles, as against 13 motors and 13 cycles in 1909-10; £8 received in fees, billiard rooms—There arc five such in the Borough, as against four in 1909-10. Five licenses have been issued; £5 received in fees. Hawkers—-Seven such have been licensed during the year, as against seven in 1909-10. This class is a migratory one; £2 5a received in fees, second-hand dealers—Four such ha ve been isrued, an ggainst lour in 1909-10; £1 received in fees. Sales of meat—Seven licenses have bean issued, as against tix in 1909-10. Hotels— Sale of alcohol —No licenses have been issued, as against 10 in 1909-10.
