I TO SOUTH AFRICANS. i [MESSAGE FROM LORD SELBORNE. United Press Association—By Electrio Telegraph Copyright, Received June J, 9.30 a.m. PRETORIA, May 31. Lord Selborne, ex-High Commissioner of South Africa and Governor of Transvaal, in a message of Godspeed to the people of South Africa, says:— "May they never forget what they owe to the sea. There is always danger of an inland people losing the sea sense. If South Africa should lose command of the sea a hostile Power would only need to occupy the ports; the economic and political pressure thus brought to bear wnuld prove intolerable."
