GERMANY AND PERSIA.

The Vossiche Zeitung, in a bitter article, describes Britain's and Russia's Persian policy as an attempt to hem in Germany commercially. The Zeitung asks if at ths present moment at any point in the world the two Powers believe themselves able to force Germany to bow to their dictation, and concludes: "Shall'we recognise this condition of things existing for all time?"
