In the Veto Bill just issued, the preamble foreshadows an ultimate Second Chamber on a popular basis The Bill provdes that within one month cf a Money Bill sent up to the Lords the latter's consent may be dispensed with on the King's assent, the Speaker's certificate declaring it a Money LJill to accompany its presentation to the King, " Bills other than finance will similarly become law if rejected a third time by the Lords, afti-r passing the Commons curing three successive session?, not necessarily in the same Parliament. The maximum duration of Parliament is to be live years.

In the by-clection for South Edinburgh, rendered 'necessary by the appointment of Mr A. Dewar as a L ird Judge of the Scottish Court of Session, resulted in the return of Mr Cites. FT. Lytil, Liberal, by a majority of 2,2:f7 votes.
