JAPANESE COMMANDERS DYING MESSAGE. Received April 21,11.15 p.m. ' TOKIO, April 21. A document has been discovered in the Japanese submarine, which recently foundered, written by tb« Lieutenant commanding, detailing the accident, and describing the cause and' the steps taken to endeavour to raisethe boat, also expressing regret at losing the vessel «nd- the lives of the officers and crew, whose heroism was worthy of the highest praise. At the end tha writer of the statement had reached such a stage of asphyxiation that he had the greatest difficulty in breathing, and prayed the Emperor to succour the families of the officers and men who perished
