| KITCHENER'S REPORT. ! PUBLISHED IN LONDON. Received April 21, 11.15 p.m. LONDON, April 21. Sir George Reid, Australian High Commissioner, has issued Lord Kitchener's merrprandum on Australian defence to the London press, who publish several leaders an J summaries o.i the subject. The "Morning Post'' declares that the cardinal principle of the memorandum is applicable to Great Britain, and (hat seven years hence. Australians will have insensibly learned the meaning of discipline. This education will gradually transfigure the social and political life of the Commonwealth, giving a new significance to the spiritual bond uniting it with the Empire.
