MR ROOSEVELT AT ROME.
PROPOSES TO SEE THE POPE. THE INTERVIEW FALLS 'IHROUGH. Received April 4, 10.40 p.m. ROME, April 4. Mr Roosevelt, at Rome, purposed seeing the Pope to morrow, but the arrangement has fallen though, the Vatican intimating that it was a necessary condition of the innterview that Mr Roosevelt should hot offend his Holiness' susceptibilities as Mr Fairbanks (Vice-Presidentof U.S.A.) did Mr Roosevelt declined to promise.
