PRESIDENTIAL ADDRESS. ST. PETERSBURG, March 26. M. Kukhoff, in his presidential address to the Duma, declared that constitutional monarchy did noc, and could not, imply Pailiair.entary government in the English sense in Russia at the present day. He foreshadowed Bills systematizing natior ■ al defence and co-ordinating national education.
