THE GOVERNMENT'S PLAN.
ACCORDING TO "THE TIMES." Received March 18, 10.35 p.m. LONDON, March 18. "The Times" states that the Government's present plan for electing a second chamber is to subdivide Britain ai.d Ireland into seventy-five enormous constituencies, each returning two members, a senior member for eight and a junior member for four years. Members elected to replace the latter will serve the remaining four years.
