A Toronto correspondent reports that the American Commissioners who went to Ottawa to negotiate with regard to tariff matters between the United States and Canada have returned to Washington, and adds: "There is no reason to believe that uanada has promised tariff concessions, though it is likely there will be negotiations later with a view to a reciprocal treaty. Meantime, it is expected that President Taft will proclaim xhat Canada is entitled to a minimum tariff, though that will necessitate straining the act of Congress.
