(It was rumoured earlier in the ironth tbat the G>vernment would Introduce a dual Budget, covering two. years, and thus enable the Chancellor of the Exchequer to modify the whisky dues, in order to satisfy the Irish number?. In the House of" Lords. Lord Rusebery gave notice the following resolution:—First, that a strong and efficient 9econd chamber is an integral part of the constitution, and is necessary for the-well being of the State and the balance of Parliament; second, that such a Chamber can best be obtained by the reform and necessary preliminary to such reconstruction is acceptance of the principle that possession of a peerage no longer of itself gives the right to sit and vote In the Lords.
