Received March 8, 11.30 p.m. tfERLIN, March 8. In the course of the navy debate in the Reichstag, Herr Ledebour, a Socialist Deputy, charged Prince von Bulovv (retired Chancellor) and Admiral von Tirpitz, Minister of Marine, with q'jibbing with regard to England's attempts to promote the limitation of armaments. Herr Lebedour declared that England made frequent if informal suggestions on the question. Admiral von Tirpitz, in reply, read Herr von Schoens. (Secretary of State for Foreign Affairs) statement in "the Times" of 24th March, 1909, to the effect that the English avoided a formal proposal.
