CORRUPT AND DISCONTENTED.
"Philadelphia, Corrupt and Contented," was the title of a magazine article written a few years ago by one cf the most prominent exposers of "gra't" in American municipal politics. Philadelphia is no longer contested, but she is still corrupt. Pour years ago she swept out of office the gang that had made her notorious for crooked administration, and the triumph of virtue was greeted with loud hurrahs "What Saratoga was to the War of Revolution," said a newspaper at that time, "what Gettysburg was to the War of Union, this, the battle of Philadelphia, is to the war of Municipal Redemption. It is the turning point in the struggle for civic purity." Alas for human hopes! Tammany to-day, though crippled in the latest fight, is still strong; in San Francisco wrong is still on the throne; in Philadelphia itself, we learn from the reliable correspondent of "The Times," municipal corruption has led to one of the worst strikes of recent years.
