ANTI-SEDITIOUS PRESS BILL. RELEASE OF DEPORTEES. "AN ANAKCHIAL CONSPIRACY." Received February, 9 9.45 p,m. CALCUTTA, February 9. The Indian Legislative Council passed an anti-seditious Press Bill, after a seven hours' sitting. The Earl of Minto, the Viceroy, caused a sensation by stating that the Government had decided to release the deportees imprisoned fourteen month's ago, on the ground that the political movement of which they were leaders had since degenerated into an anarchial conspiracy, waging war against British and Indian communities alike. "It will be long," added his excellency, "before the evil Was exterminate I, unless both communities work together" He believed that the release of the deportees would encourage mutual efforts. Indian membt rs- cheered the announcement. English opinion gravely questions the wisdom of the release, believing it is due to pressure from Home. LONDON, February 9.. The "Daily Mail" states that if the Liberals remain in office long enough Lord Kitchener will succeed the Earl of Mmto. The unsettled condition of India demands a Viceroy whose character and training inspire confidence in Europeans and nativesalike.
