Keceived February 7, 8.40 a.m." OTTAWA, February 6. , The debate in the Canadian House of Commons on the Government's Navy Bill will continue for a Week. All the Conservatives, except three or four from the Province of Quebec, support Sir F. W. Borden, Leader of the Opposition, who opposes the Bill as a departure from the Admiralty's recommendations. The dissentients, through Mr F. D. Monk, will move an amendment for a plebiscite, on the ground that the Bill alters Canada's relations with the Empire.
