Lord Strat'hcona, High Commissioner of Canada, disapproves Sir Reginald Enochs scheme for the settlement of British emigrants upon blocks of land in the colonies to be acquired by municipal bodies. Captain Colling representing the Government ut Australia, said the Commonwealth did not want colonies of unemployed from the cities. He urged the adoption of a similar system to that of the Rev. R. L. Gwynne, who is preparing youths to send to the Dreadnought training farms established by the Lord Mayor of Sydney. The Hon. W. Hall-Jones, High Commissioner for New Zealand, favoured individual rather than corporation settlement.
