DEFENCE.
LORD KITCHENER'S REPORT. MINISTERS VERBALLY ACQUAINTED WITH IT. AN ENORMOUS EXPENDITURE RECOMMENDED. Received February 4, 12.25 a.rr. SYDNEY, February 3. Although Lord Kitchener's forfnal report will not be sent to the War Office and Government until the New Zealand visit is concluded, Ministers are becoming verbally acquainted with some of the visitor's more important conclusions. The opinion is gaining ground that Lord Kitchener will recommend a modification of the Military Board system of administration, and a reversal to a general officer commanding system on a purely war side of administration, and . that he is also likely to recommend the expenditure of an enormous aum for strengthening the whole defences of Northern Australia. Lord Kitchener will said for Tasmania to-morrow.
