Received February 3, 8.5 a.m. PARIS, Februarys The entire valley of the Seine between Paris and its mouth at Le Havre, is flooded. At Rouen (the ancient city of Normandy) the quays, wharves and suburbs are inundated Old Rouen is untouched, but the factories and shipyards are at a standstill. The Seine has fallen four [ feet since Saturday. Sappers have laid thirty mlies of temporary bridge?. The boat service has ceased in most of the Paris streets, owing to the water being too shallow. ENCOUNTERS WITH BRIGANDS. TWO APACHES SHOT. Received February 3, 8.15 a.m. PARIS, February 2. Marines encountered "a party of brigands at Asnieres, a, riverside suburb of Paris, pillaging houses. The brigands returned a brisk fire, and afterwards escaped by jumping from windows and swimming The police shot two Apaches (hooli gans) at Boulogne-Su-Seine.
