LORD FISHER.
TKIBUTE FROM A GERMAN NAVAL EXPERT.

Count Reventlow, the German naval expert, in' an article in the ''Deutsche Tageszeitung," states that Lord Fisher, late First Sea Lord of the British Admiralty, has left to his successor a fleet prepared in the fullest measure for war, and also fully equal to future requirements.
