ARMS FOR JAPAN.
A FACTOR! ESTABLISHED. Received January 26, 9.55 a.m. BERLIN January 25. The "'Frankfurter Zeitung" states that Japan is establishing an arms factory on the German model. A construction school is carried on in connection with the factory, with German engineer officers as instruc tors.
