MASTERTON COUNTY COUNCIL

MONTHLY MEETING

The monthly meeting of the Mas- ; terton County Council was held yesterday afternoon. There were pre-, sent,—Crs W. J. Welch J. Foreman, J. Miller, J. Morris, j H. 0. Toogood, J. Colquhoun, C. ; Kebbell, and R. Beetham. Application was made for the transfer of Mr T. A. Weston's, jqnr., slaughtering license to Messrs Joseph Moore and Charles Johansen, of Kopuaranga, which was granted. . The secretary to the Treasury wrote in reply to the application of the Council for a loan of £SOO for constructing headworks, and distributing races in Fernridge water supply district, stating that as the maximum of funds allowed by law unt'er the Local Bodies' Loans Act. 1908, had been promised to their fullest extent, and, moreover, as the New Zealand State Guaranteed Advances Act, 1909, repeals part 2 of the Local Bodies' Loans Act, 1908 (ho far as loans being granted to local bodies are concerned), and he regretted that the Council s application could not be entertained. The Treasury also wrote in regard to the £950 lo*n for -the Mangarei Road, stating that it could not provisionally approve, as the maximum amount of funds allowed by law under the Local Bndies Loans Act. 1908, had been promised to their fuilest extent. It was decided to notify the promoters of the schemes of the decision of the Treasury. Mr C. A. Pownall wrote on behalf of Mr P. Carr, stating that through the construction of the Lansdowne waterworks, 30 acres of his property was flooded, and had become absolutely useless through the Lansdowne water being turned into an old water course, which in summer was always dry, and though apparently deficient workmanship in the depth and width of the drains on the adjoining properties made in connection with the supply. Mr Uarr requested the Council to take measures to prevent the water coming on to his property and flooding it, o r he would have to issue a writ to compel them to do so, and claiming damages. Mr Laing-Meason said that he bad inspected the portion of land referred to in the letter. It was a natural water course for drainage, and the Council were entitled to use it as such The land was lowlying, and was governed by the height of the rise of the river. On the motion of Cr Miller, seconded Iby Cr Beetham, a committee consisting. of the chairman and Crs Foreman and Morris was set up to visit the locality, in company with the Engineer, and report at next meet* ing. The Akitio County Council wrote stating that after fully considering the w question of cost of -maintenance of the Waihoki Road within the Masterton County, and the facts of the case, they had decided to make the following offer (without prejudice) to operate from the beginning of the next financial year, "That half the .general rates of Messrs Liverton, Peagram, Robbie, and Higginson, after deducting preparation of official expenses from the total amount collected (viz., any expenditure out of general account except road maintenance), be handed over to the Mastertori Council towards the upkeep ol the Waihoki Road within MastertonCountyfor the benefit ux the above named ratepayers. Cr Kebbell said that in company with Cr Murray the Akitio Council had been waited on in connection with the matter, and the whole position put before that body. He thought -the offer was a reasonable one, and moved that it be accepted. This-was carried. On the motion of Cr Toogood, A Committee consisting of the chairman and Crs foreman, Beetham, and the mover was appointed to meet a committee from the East Coast-Mas- • terton Telephone Company, with a view of forming regulations for registration under the Unclassified Societies Act. An application was received from the Castlepoint County Council for the 'services of the County Engineer to lay out a piece of road. The application was granted. Cr Toogood referred to the £1 for £1 subsidy up to £l2O for the Uriti

and Riverdale roads, which had been granted some time ago by the Government. The grant had lapsed, owing to the £l2O not being raised It had, however, been reinstated, since then, and at a previous meeting of the Council he had moved that they give £6O towards the required amount. Mr Riddiford had since promised £SO and as they were a few pounds short of the required amount he moved that the amount granted by the Council be increased to £7O. This was carried. A letter was receievd from the Wellington School Commissioners, asking that in the event of the Council not seeing its way to undertake to form and fence the proposed road in sectiun 151 in Block 14, Puketoi, it might take over the road unformed without pledging itself to 1 any action it might think fit to take in future. It was decided to consent to the taking of the road on that understanding. The Petone Borough Council wrote for information regarding the appointment of vehicle license fees, in cases where a vehicle passes over the roads of one or two other adjacent counties. The Finance Committee reported as under: —General fund account, dr., £3,333 4s 3d; Local Bodies Loan Account, cr. £1,059 13s; dr. balance, £2,102 Is 3d. The receipts since December 14tb, 1909, totalled £563 3s lid, including £261 17s 9d for rates and £246 Is thirds from the AKitio County Council. Accounts totalling £3,79510 sod were passed for payment.
