Mr P. C. Knox, United States Secretary of State, has addressed the Powers, suggesting that the international Prize Court should be invested with the functions of a Court of Arbitration to settle all cases arising in time of peace equally with those incidental to war. It is expected that Britain, Germany and France will endorse the proposals.
