Although two Cabinet Ministers have plainly expressed themselves in favour of both the totalisator and the bookmaker being deprived of their legal status, the opinions of the other Ministers have not been made available Whilst the licensing of bookmakers may be abolished, we hardly think that Parliament will consent to the totalisator sharing a similar fate.
