A disappointing session of Parliament has come to a close without affording any hope or encouragement that the incubus of taihoaism which is so seriously retarding the progiess of the North Island will be speedily removed. Whatever promises the Government may make, the conviction is becoming stronger and more deep rooted that so long a« the Native Department is in its present hands, there can be no prospect of any improvement. Things will go on in the same old fashion. Nothing will be done to facilitate the settlement of native lands. This laissezfaire policy is not only inimical to the true interests of the nativ.-s themselves, nut is unjust to the European settler, and injurious to tlie Dominion as a whole. To the North Island it is sunplv disastrous. It is checking its growth and expansion, which tor it would go ahead by leaps and bounds.
