German newspapers are discussing With disapproval the groundless reports of negotiations betw o en Germany mid England, with regard to the reduction of armaments. LONDON, December 29. The "Daily Express" declares that, the reports ware a blind for influencr'ng the electors. Councillor Paul Koch, the principal coadjjitotr of Admiral von Tirpitz, German Minister of Marine, declares it would 1 be beneath Germany's dignity to tie her hands with Englands. "It wiilh" he added, "be Germany's aft'&ir if shewidens the provision of the present Navy Law." MR"MILLINER'S ALLEGATIONS. LORD CHAKLUS BERESfc'ORD ON THE SUBJECT. SAYS HE KNOWS OF SCANDALS. Received December 30, 9.10 a.m. LONDON, December 29. Admiral Lord Charles Beresford. speaking at Portsmouth, complained , that the Government had not replied to th>3 allegations made by Mr Mulliner, and added: "I know of several j scan' als an bad.
