The "Daily News," referring to Dr Rohrbach's criticism, remarks: "The curtailment of that programme which expires in 39'7 would be difficult for Germany t<i propose, -after so much heated national debate," and adds: "It is well to ftc2 the facts and acknowledge that the most hopeful prospect at pre ent is not in the curtailing of the programme, but in reaching somj understanding regarding naval expenditure when the programme U fulfilled. Meanwhile, the greatest übstacle will be found, not in the Gov.-rnments, but in the scaremongers of both countries.'*'
