"The Times'' Bombay correspondent says:—"The discovery of an arsenal at Nasik shows that the Arms Act has failed, and needs revision, and strengthening of the machinery to prevent illicit importation. Resolute use should be made of the power of deportation of a criminal after the criminal "confesses that he was inspired by the vernacular pr§ss. What is required is to make the Sedition law more operative, by taking security from all newspapers, and registering eriitors and manages. It is believed the Government of India sought these powers, but that they had been denied them."
