THE RACE MEETINGS BILL.
Ihe Race Meetings Bill, brought down by the Government, aims at the abolition of poay racing. It provides that no h-irse racing shall take place except under the authority and control of a racing club holding a license under the Act. Any racing club may make application to the Minister of Internal Affairs for a license to conduct horse races, and the Minister may, in his discretion, grant or refuse any such license. Such license may be granted subject to sufih conditions as the Minister thinks fit with respect, to the number, character, times, and places of the horse races which may take place under the authority thereof, and as to the management and control of these races. Every license granted shall continue in force until revoked by the Minister for any reason which he deems necessary. Horse racing which takes place otherwise than under the authority and control of a racing club holding a license under the Act, but otherwise than in conformity with the conditions of that license, is regarded as illegal racing. The Bill, if parsed, comes into operation on April Ist
