PERSONAL.
The death occurred on November 7th, at Oakhurst, St. Helens Park, Hastings, England of Miss Kathleen Mary Kemp, youngest daughter of Dr. W. G. Kemp, M D., formerly of Wellington. Miss. Kemp was in her 27th year. Another of New Plymouth's oldest identities died on Saturday evening, Mr Joe Ward, after an illness extending over some months. He was born at Bridport, Dorsetshire, England, in 1834, and arrived in New Plymouth with his parents in the barque Timandra, in February, 1842, in the first year of the settlement. He took hia part in the war. He was a member of the Taranaki Rifle Volunteers and was present at the engagements of Waireka and Mahoetahi. Mr J. G. Ballard, Inspector oi Telegraphs, is about to retire from the service, owing to the state of his health. Mr Ballard, who i» a native of Canterbury, entered the Telegraph Office in Christchurch in 1866, arid two years later became postmaster and telegraphist at Waipukuiau. In 1870 he was transferred to Cromwell, and tour years later he joined the telegraph staff in Dune' din. He was appointed assistant officer-in-charge of the Wellington Telegraph Office in 1878, and two years afterwards he was transerred to Blenheim, where he<was made, Chief Postmaster in 1889. In December, 1895, he was promoted to the charge of the Dunedin Telegraph Office, and 80-ne years later, he was made Inspector of Telegraph Offices.
