Mr Justice Cannon, who has been appointed to investigate the Civic affairs city of Montreal, finds that it is simply saturated with corruption and soaked in patronage. The Judge declared that 25 per cent, of the Civic revenue has been sunk in bribes. He recommends the prosecution of eight aldermen and several officials.
